PUTRAJAYA, 30 July 2012 - H.E. Dr. Kim Doh-Yeon, Chairman of Korea's National Science and Technology Commission (NSTC) expressed his country's keen interest to collaborate with Malaysia in R&D especially in the area of green technology. Dr. Kim said this during an hour-long discussion with YB. Datuk Haji Fadilah Haji Yusof, Deputy Minister of Science, Technology and Innovation, Malaysia in Putrajaya this morning. He led an eight-member delegation from NSTC, Korea Institute of S&T Evaluation and Planning and the Korean Embassy.

NSTC was launched on 28th March 2011, as an agency with a mission to set S&T policy priorities and conduct inter-ministerial coordination of R&D programs and S&T policies in ROK. It was formed to improve the efficiency of R&D activities and S&T policy programmes primarily caused by the redundancy and duplication among R&D projects. According to Dr. Kim, for the year 2012, the NSTC received a budget of US$15 billion for R&D.

Dr. Kim Doh-Yeon stressed that R&D cooperation with Malaysia is part of his country's bigger plan to expand its R&D network in Asia. The NSTC Chairman iterated that Korea is focusing on green growth for the year 2012 and would like to collaborate with MOSTI and its agencies in pursuing R&D in green technology.

In response, YB. Datuk Haji Fadilah Haji Yusof said there are on-going R&D collaboration between governmental research institutions as well as between private sectors of both countries specifically on green energy from biomass and solar and this should be further enhanced. The Deputy Minister also conveyed MOSTI's interest to cooperate in eco-labelling and nuclear R&D.

Both sides agreed that biomass is a potential area for R&D cooperation between the two countries besides bio-based chemicals, carbon capturing bio agents and bioremediation.

On the way forward, Dr. Kim also agreed with Datuk Fadilah for the setting up of a direct link between MOSTI and NSTC, with the International Division as MOSTI's focal point.

Seorang Pelajar UKM daripada Jurusan Kewangan dan Perbankan, Mohd Yusri Bin Hidrus telah memberikan hujah yang hina berkenaan Negeri Sarawak ketika program Bicara Kampus di TV1 ahad lalu. Tajuk yang dikupas dalam Bicara Kampus tersebut adalah berkenaan Integriti Nasional.

Mohd Yusri yang juga salah seorang pendebat UKM, malah pernah dinobatkan sebagai pendebat terbaik Debat Perdana Integriti, pada mulanya mengulas mengapa beliau tidak bersetuju sekiranya Sarawak diberi royalti daripada sumber-sumber seperti minyak, gas asli dan kayu balak.

Berikut adalah antara hujah yang dikemukakan oleh pelajar UKM tersebut.

1. Mohd Yusri berpendapat bahawa royalti minyak sebanyak 5% perlu dikaji semula dan dilebihkan kepada pembangunan di Semenajung Malaysia kerana pusat pentadbiran kerajaan Malaysia banyak terletak di Semenanjung.

2. Beliau juga berpandangan bahawa jumlah royalti minyak sebanyak 5% kepada negeri Sarawak itu lebih baik daripada tidak diberikan langsung oleh Kerajaan Persekutuan.

3. Beliau juga menganggap Sarawak adalah sebuah negeri yang cukup maju dengan hujah bahawa wujud restoran makanan segera McDonald di ibu negeri Sarawak, Kuching.

4. Beliau mengatakan bahawa tidak wajar untuk menyalahkan warga semenanjung yang bekerja di Sarawak kerana kebanyakan warga Sarawak lebih gemar menjadi petani dan nelayan.

Penghujahan beliau sekaligus mencalarkan nama Universiti Kebangsaan Malaysia yang berdiri sebagai antara universiti terbaik di Malaysia. Pada masa hadapan, pihak RTM TV1 perlulah melakukan penilaian yang sebaiknya dalam usaha memilih panel bagi rancangan-rancangan mereka supaya perkara sebegini tidak berulang lagi.

KUCHING: Isu sentimen tidak harus dipanjangkan sebaliknya ia perlu dilihat dari segi proses untuk belajar dari kesilapan terutamanya, yang membabitkan golongan pelajar universiti.

Timbalan Menteri Sains Teknologi dan Inovasi Datuk Fadillah Yusof berkata, walaupun mereka pelajar menara gading, masyarakat tidak harus menganggap bahawa golongan itu mempunyai pengetahuan secara menyeluruh.

Beliau berkata demikian ketika diminta mengulas mengenai insiden pelajar universiti tempatan dalam program Bicara Kampus anjuran RTM, yang dikatakan membuat kenyataan menyinggung hati rakyat Sarawak.

“Akibat insiden itu ramai di kalangan rakyat terutamanya anak-anak Sarawak rasa terkilan kerana mereka menganggap pelajar univeristi sepatutnya adalah kumpulan intelektual dan mengetahui banyak perkara.

“Apapun saya mengharapkan khususnya rakyat Sarawak, bahawa matlamat program ini adalah baik kerana ia memberi peluang kepada pelajar universiti didedahkan dengan realiti kehidupan,” katanya ketika ditemui pemberita selepas merasmikan majlis penutupan YIM Kids Invent 2012 Peringkat Sarawak anjuran Yayasan Inovasi Malaysia (YIM) di Pustaka Negeri di sini, kelmarin.

Fadillah yang juga Ahli Parlimen Petra Jaya dalam pada itu berharap pelajar yang terbabit itu belajar dari kesilapan itu agar tidak melakukan perkara yang sama pada masa akan datang.

“Jangan terikut dan bertindak secara rasional dan jangan membangkitkan perkauman kerana ia bahaya untuk Malaysia pada jangka masa yang panjang.

“Kita mahu pelajar kita lebih bertanggungjawab, berhati-hati membuat kenyataan supaya tidak menimbulkan masa depan yang tidak sihat untuk negara dan pastikan perpaduan keharmonian dan kestabilan negara terpelihara,” kata Ketua Pemuda Barisan Nasional (BN) Negeri itu.

Turut hadir Ketua Pegawai Eksekutif YIM Dr Mazalan Kamis dan Penolong Pengarah Jabatan Pelajaran Negeri Jaidah Alek.

Pada hari sabtu 15hb September beberapa ratus pemuda PBB telah mengiringi Mohd Junaidi Sambang dan Naib Ketua Pemuda PBB Pandi Suhaili ke balai polis Sibu Jaya untuk membuat laporan polis mengenai kata-kata hina oleh Yusri Hidrus dalam TV1 bicara kampus.

PBB Youth welcomes candidates from women’s wing for GE

PUTRAJAYA: The Parti Pesaka Bumiputera Bersatu (PBB) Youth wing said it would welcome a woman candidate from the party’s Women’s wing in the 13th general election.

Its chief Datuk Fadillah Yusof noted that during the last state election, PPB which formed the backbone of the state Barisan Nasional (BN), fielded 10 candidates, mostly from the Youth wing.

“In the last state election, the new faces were from the Youth wing, aged 45 and below. It is fair for us to give the opportunity to the Women’s wing to get more seats. We look at the bigger picture as it is not about self-interest,” he told reporters after the launch of six new Dunham-Bush products here yesterday.

Currently PBB has three women representatives – Domestic Trade, Cooperative and Consumerism deputy minister Datuk Rohani Karim who is also Batang Lupar MP, Nancy Shukri (Batang Sadong) and Norah Abdul Rahman (Tanjong Manis).

Fadillah was also confident that PBB’s chances of retaining its existing seats in the general election if new faces were fielded, would not be affected.

KUCHING: State leaders from both sides of the political divide strike a common ground in calling for the federal government to review the five per cent petroleum royalty paid to Sarawak in the past four decades.

Minister of Land Development Tan Sri Dr James Masing said the proposed special committee to be set up by the federal government to look into the petroleum royalties to the East Coast states should include Sarawak and Sabah.

“Since Sarawak and Sabah are the main contributors to the national petroleum production, both states’ royalties of five per cent should therefore be reviewed and revised,” Masing told the Borneo Post here yesterday.

However, Masing stressed that the quantum for Sarawak should be based on the recommendation of the special committee which must include people from the state.

Last week, Prime Minister Datuk Seri Najib Tun Razak had announced the Government’s decision to set up a special committee to study the petroleum royalties to the East Coast states.

Najib had said that the committee was given six months to study the matter before making recommendations to the federal government.

Minister in Prime Minister’s Department Datuk Seri Nazri Aziz had also said that the setting up of such a committee would put to rest all questions surrounding the royalty payment.

Nazri said the formation of the panel could also be due to Najib’s own father, the second prime minister who had earlier promised royalties to oil producing states.

“The history is long with this matter. It went back to the time when Tun Abdul Razak Hussein told the Dewan Rakyat about giving oil royalties back in the 1970’s. So based on the speech, maybe Najib felt that something needed to be done and that’s why a committee was formed,” said Nazri in Kuala Lumpur on Tuesday.

Concurring that a review was timely, DAP state chairman
Wong Ho Leng said the Pakatan Rakyat had actually demanded that both Sarawak and Sabah be given 20 per cent as both states are considered “still far lagging behind in terms of infrastructure development”.

“Even our chief minister in his winding up speech during the last DUN Sitting acknowledged that the state is actually at least 20 years behind Peninsular Malaysia in terms of infrastructure development,” he said.

Wong pointed out that the state’s five per cent oil royalty “was forced upon us in the 70’s without true negotiation”.

“Even the BN component parties from both Sarawak and Sabah have requested that oil royalty be reviewed on many occasions.”

Wong also stressed that with more money from oil royalty, Sarawak which he claimed was currently the fourth poorest state in the country and Sabah as the poorest would have more money to spend on development.

“It is the duty of the federal government to look into interests of Sarawak and Sabah to bring them at par with at least some of the states in West Malaysia,” said Wong, who is also Bandar Sibu and Bukit Assek assemblyman.

PBB and state BN deputy women chief Datuk Fatimah Abdullah opined that since the agreement on the five per cent was made more than four decades ago, it was time for it to be reviewed now.

“Petroleum production has increased due to technology advancement which means revenue would also increase. So it is only logical that the quantum should be reviewed,” she said.

Fatimah who is also the Minister of Welfare, Women and Family Development said Sarawak was still in dire need for better school facilities especially in the rural areas where most of them were built by the local councils in the 1960’s.

Assistant Minister of Public Health and Bengoh assemblyman Dr Jerip Susil believed that the state leaders were aware of the right quantum to be given by Petronas.

“But we must be aware that oil and gas exploration and prospecting could be very costly. So the present five per cent is better than nothing. The bottom line is of course if there is a review on the issue, Sarawak should be included as well, as we are one of the major contributors of petroleum in the country,” said Dr Jerip.

State BN and PBB and youth chief Datuk Fadillah Yusuf said that even though Sarawak cannot demand on the quantum for the oil royalty, he believed that Najib was willing to listen to the people’s needs for more funding for its infrastructure development.

KUCHING: PBB Semariang is strengthening its party mechanism with an upcoming seminar intended to equip its various sections for the 13th general election.

Semariang assemblywoman Sharifah Hasidah Sayeed Aman Ghazali said its members were always ready to roll into action.

“We will be equipping our members with knowledge on various issues, like the Sistem Kawalan Undi (SKU).”

“We will work hard for the people as usual, election or no election.”

She revealed that they intended to retain their current candidate Datuk Fadilah Yusof as Petra Jaya MP, who is also Science, Technology and Innovation Deputy Minister.

“We hope to retain him because he really gets the job done, and works well with all the other Adun in Petra Jaya,” she told reporters yesterday after launching a health talk at Tadika Kemas Aishah at Kampung Lintang.

Commenting on the conditions of the roads at Sungai Midin, she said, “All infrastructure development programmes will be done. Some will get done faster than others. We just have to wait for an allocation.”

In her speech earlier, Sharifah Hasidah asked the participants at the health talk to take advantage of the various free health screenings available to them.

“We hope to be able to keep running these programmes,” she added. “Health is not something you should take for granted.”

The health talk was the first event held at the newly built Tadika Kemas Aishah. During the opening ceremony, Sharifah Hasidah also made a symbolic presentation of 40 uniforms to the PBB Women’s Section members.
